Assoc. prof. Lučka Lorber, PhD, is the Vice-Rector for Quality Development of the University of Maribor, responsible for the implementation of adopted policies for a sustainable and socially responsible university.
Lučka Lorber is a geography professor at the Department of Geography of the Faculty of Arts of the University of Maribor, and has held lectures as a visiting professor at different European institutions, including universities of Amsterdam, Istanbul, Frankfurt, Graz, Krakow, Manhattan – Kansas, Moscow, Novi Sad, Olomouc, Pecs, Prague, Prešov, Sarajevo, Trondheim, Tuzla, Zadar and Zagreb. Professor Lorber implements her research programme as a member of the programme group of the Faculty of Arts, and is a member of several editorial boards of national and international journals. Professor Lorber served two terms as a member of the Steering Committee of the International Geographical Union (IGU) Commission on the Sustainability of Rural Systems. She is the national coordinator of the geographical network GeoRegNet under the Central European Exchange Program for University Studies (CEEPUS) and CEEPUS Council, which comprises geography departments of 17 universities from Central and South-western Europe.
Professor Lorber has been a part of the University of Maribor since 1994, first working in the university administration, and later moving to the Department of Geography of the Faculty of Arts. In the period 2003-2004, Professor Lorber served as the State Secretary for Higher Education at the Ministry of Higher Education and Sport, appointed by the Government of the Republic of Slovenia. Following the term as State Secretary, Professor Lorber returned to the University of Maribor, serving as the Vice-Dean for International Cooperation and Development (2007-2011) and materially contributing to the strengthening of international recognition of the faculty and the University of Maribor. Since 2011, Professor Lorber has been serving as the Vice-Rector for Quality Development of the University of Maribor, actively contributing to the development of the external and internal, i.e. programme-based and organization-wide, quality assurance system in higher education.
Due to her expertise in Slovenian and international higher education, Professor Lorber is a regular member of higher education quality evaluation bodies with the National Agency for Quality Assurance of Slovenia (NAKVIS) and the European University Association (EUA), where she serves as a member of the Institutional Evaluation Programme (IEP). In 2015, Professor Lorber became an external evaluator of the Finnish Education Evaluation Centre (FINEEC), and became an adviser to the International Advisory Board of the Hungarian Accreditation Committee (HAC). Professor Lorber continues to develop her skills and expertise by cooperating in various European projects related to quality assurance in higher education (Tempus Phare, CHEPS, Phare, Tempus Morems Program, EUA MAUNIMO). In 2014, the Government of the Republic of Slovenia appointed Professor Lorber as the Slovenian representative to the OECD Governing Board for the Programme on Institutional Management in Higher Education (IMHE). In the same year, the Government of the Republic of Slovenia appointed Professor Lorber as the Chair of the Slovenian Council for Higher Education.
