2020/2021 Call for Enrolment in Postgraduate Study Programmes of the University of Maribor

In accordance with Article 40 of the Higher Education Act (Official Gazette of the Republic of Slovenia, No. 32/12 - official consolidated text, 40/12 - ZUJF, 57/12 - ZPCP-2D, 109/12, 85/14, 75/16, 61/17 – ZUPŠ, and 65/17), Rules on the Call for Enrolment and Enrolment in Higher Education (Official Gazette of the Republic of Slovenia, No. 4/16, 3/17, 4/18, and 3/19), and on the basis of a decision of the Senate of the University of Maribor and with the consent of the Government of the Republic of Slovenia, the University of Maribor hereby

 

 

issues the following

 

2020/2021 CALL FOR ENROLMENT IN POSTGRADUATE PROGRAMMES

OF THE UNIVERSITY OF MARIBOR

 

 

In the 2020/2021 academic year, candidates may enrol in master’s (second-cycle) and doctoral (third- cycle) study programmes offered by faculties of the University of Maribor (hereinafter referred to as “faculties”). Detailed information on enrolment in master’s and doctoral study programmes can be found at http://www.um.si/studij/podiplomski-studij/Strani/2--stopnja.aspx and http://www.um.si/studij/podiplomski-studij/Strani/3--stopnja.aspx, respectively.

 

1.            APPLICATION PROCEDURE

 

All candidates aiming to attend postgraduate programmes of the University of Maribor may apply to the Call, irrespective of whether they have already earned their graduate degree at the time of application. Candidates who applied must submit proof of their graduate degree by the deadline set by the relevant faculty (faculties will publish internal deadlines on their websites; candidates may also contact competent student affairs offices). A graduate degree is not a requirement for the submission of an application, it is, however, required for enrolment. Candidates are advised to submit an application if they expect with reasonable accuracy to obtain their graduate degree by the application deadline. After the expiration of application deadlines referred to in this Call, applications for enrolment in postgraduate programmes can no longer be submitted. The submission of the application for enrolment in postgraduate programmes of the University of Maribor is independent of applications for enrolment in postgraduate programmes submitted to other private or public higher education institutions.

Candidates apply to postgraduate programmes of the UM faculties in two separate application periods. However, in the second application period, candidates may apply only for those programmes where enrolment places were not filled in the first application round. Irrespective of the aforementioned, faculties may decide against holding a second round of applications despite still having available places after the first application round.

 “Expired application deadline” denotes that registration via the eVŠ web portal is no longer possible and that, in the event of limited enrolment, the candidates have been informed, the selection procedure has been completed, and that candidates have enrolled by the deadline set in this Call.

 

 

SLOVENIANS WITHOUT SLOVENIAN CITIZENSHIP AND FOREIGN NATIONALS – CITIZENS OF NON-EU MEMBER STATES:

 

1st application period: from publication of the Call until 31 May 2020 (extended until 9 June 2020) at the latest.

2nd application period: if enrolment places are not filled in the first application period and faculties decide to publish a list of vacancies, candidates will be able to apply in the second round from 6 July 2020 until 6 September 2020 at the latest. Candidates intending to apply in the second round should take into account enrolment procedure may not be completed in due time.

 

SLOVENIAN CITIZENS AND EU NATIONALS:

 

1st application period: from publication of the Call until 6 September 2020 at the latest.

2nd application period: if enrolment places are not filled in the first application period and faculties decide to publish a list of vacancies, candidates will be able to apply in an additional application period for filling the remaining vacancies from 21 September 2020 until 22 September 2020 at noon CET at the latest.

 

 

The same application deadlines shall also apply to candidates who wish to enrol in accordance with transfer criteria and criteria for accelerated advancement, and to candidates who wish to take up parallel studies.

 

Information concerning vacancies in the second application period for Slovenians without Slovenian citizenship and foreign nationals will be published on 1 July 2020. Information for Slovenian citizens and EU nationals will be published on 17 September 2020. All information will be published on the website of the University of Maribor.

 

If vacancies are still available (full-time and part-time) after the first application period, Slovenians without Slovenian citizenship and foreign nationals may also apply for these places in the second application period. However, as per priority order, vacancies are first filled by Slovenian citizens and EU nationals, followed by Slovenians without Slovenian citizenship and foreign nationals.

 

1.1 FIRST APPLICATION PERIOD

 

Candidates shall submit their application for enrolment in postgraduate programmes of the University of Maribor in the 2020/2021 academic year via the eVŠ internet portal available at https://portal.evs.gov.si/prijava/?locale=en. The Ministry will publish the Call on the eVŠ portal (https://portal.evs.gov.si/home) as well, along with instructions in writing and in video format on how to complete the application in Slovene and English.

 

Applicants in need of support to complete the application may contact the Single Administrative Call Centre (EKC) at ekc@gov.si, tel.: 080 2002 (between 8:00 a.m. and 10:00 p.m. on business days) or call 00 386 1 478 85 90 if calling from abroad. EKC provides tech support to applicants in the event of issues when registering with the qualified digital certificate and digital signature, as well as the first line of support for other issues regarding the completion of e-application forms.

 

Questions on the application and selection procedure based on the criteria and specifics referred to in the Call will be managed by the Ministry of Education, Science and Sport (candidates may submit questions to evs-prijava.mvzt@gov.si). For other questions (e.g. questions regarding admission and enrolment criteria, recognition of study programmes and previous education), candidates may contact competent departments of the Administration of the University of Maribor – Rectorate at poststudy@um.si or the Student Affairs Office at relevant faculties of the University of Maribor (contact info listed in the sub-call of each faculty).

 

In the first application period, candidates may apply as follows. Each candidate may submit a maximum of 3 applications – each entry into eVŠ shall be considered one application (irrespective of study option, mode of study, etc.). If a candidate tries to submit a fourth application (or more), an automatic warning will appear and the application will not be submitted. The order of submitted applications is not relevant, as all applications are considered equal. Until the expiration of the deadline, candidates may alter or delete their applications as desired. Candidates will receive an email confirmation for each alteration made (to the email address indicated in the application form).

 

Candidates may submit the application in three ways – with a qualified digital certificate, with their username and password, or with an account of the Authentication and Authorization Infrastructure (Arnes AAI account).

 

1. 1. 1 SLOVENIAN CITIZENS AND EU NATIONALS

 

Candidates applying with a qualified digital certificate are not required to send the printed form by regular mail. Applications are considered to be submitted on time, if completed, electronically signed and submitted via eVŠ by means of a qualified digital certificate by 6 September 2020. Only the required supporting documents shall be submitted by registered mail electronically by e-mail to the relevant faculty implementing the programme.

 

If candidates are applying without a digital certificate (with username and password), the application form must be electronically submitted via eVŠ by 6 September 2020 at the latest. , then printed, signed and delivered personally or by registered mail to the relevant faculty implementing the programme (the address can be found in the upper left corner of the application window) by 10 September 2020 at the latest. After the expiration of the deadline applications can no longer be submitted and will be rejectedDue to changed circumstances (COVID-19), an application for enrolment submitted electronically with username and password on the eVŠ portal is sufficient. Supplemental documents to the application, if required by the Faculty, can be sent electronically by e-mail. ​

 

Candidates applying with an account of the Authentication and Authorization Infrastructure (Arnes AAI account) are not required to send the printed form by regular mail. Applications are considered to be submitted on time, if completed with an Arnes AAI account and submitted via eVŠ by 6 September 2020. Only the required supporting documents shall be submitted by registered mail electronically by e-mail to the relevant faculty implementing the programme.

 

The following applications shall be considered as submitted on time:

  1. Applications completed, electronically signed and submitted via eVŠ by means of a qualified digital certificate by 6 September 2020.
  2. Applications submitted via eVŠ with a username and password by 6 September 2020. , printed with contents identical to the last application submitted in eVŠ, signed and delivered personally or by registered mail to the faculty implementing the programme by 10 September 2020Due to changed circumstances (COVID-19), an application for enrolment submitted electronically with username and password on the eVŠ portal is sufficient.
  3. Applications completed with an Arnes AAI account and submitted via eVŠ by 6 September 2020.

NOTE

The application is valid only if the candidate pressed the SUBMIT button in eVŠ; otherwise the application will not be submitted and will thus be rejected by means of an official decision. Before completing the application procedure, candidates are advised to verify whether the application has indeed been submitted. Candidates will always receive an email notification of the successful application to the email address indicated in the application form.

 

Irrespective of the mode of application, appendices to the application must be sent by registered mail or delivered personally to the faculty implementing the programme. Pursuant to Article 64 of the Act Determining the Intervention Measures to Mitigate and Remedy the Consequences of the COVID-19 Epidemic (ZIUOOPE) (Official Gazette of the Republic of Slovenia, no. 80/20), in the application-enrolment procedures for enrolment in the 2020/21 academic year, applications for enrolment and all supplemental documents required for application are submitted electronically without a secure electronic signature, if the applicants identity can be established in another reliable way. The identity of applicants will be verified according to Slovenian personal registration number (EMŠO) for Slovenian citizens, and for foreign citizens on the basis of an identity document (for citizens of other EU Member States, an identity card is sufficient, and for citizens of non-EU Member States only passport will be accepted). Candidates will be informed of the required appendices and the deadline for their submission by the relevant faculty.

 

1. 1. 2 SLOVENIANS WITHOUT SLOVENIAN CITIZENSHIP AND FOREIGN NATIONALS – CITIZENS OF NON-EU MEMBER STATES

The final date for online submission of applications via eVŠ is 31 May 2020 (extended until 9 June 2020) for Slovenians without Slovenian citizenship and foreign nationals, and 6 September 2020 for Slovenian citizens and EU nationals.

Applications cannot be altered or deleted after the final deadlines referred to above.

In the first application period, candidates may submit a maximum of three applications.

Faculties must enrol candidates admitted in the first application period by the internal deadline set by each relevant faculty, however no later than:

a) 30 June 2020 for Slovenians without Slovenian citizenship and foreign nationals, and

b) 17 September 2020 for Slovenian citizens and EU nationals.  

 

1.2 SECOND APPLICATION PERIOD

 

In the second application period, the following candidates may submit an application: those who did not apply in the first application period; those who were not admitted to the selected faculty in the first application period; those who applied for a postgraduate programme that will not be implemented. Irrespective of the first application, candidates who wish to enrol in part-time study programmes may also submit an application in the second application period. All other candidates will receive a system notification, warning them that the application cannot be submitted.

 

Information on study programmes and available enrolment places offered by faculties to Slovenians without Slovenian citizenship and foreign nationals in the second application period will be published on the website of the University of Maribor on 1 July 2020.

 

Information on study programmes and available enrolment places offered by faculties to Slovenian citizens and EU nationals in an additional application period for filling the remaining vacancies will be published on the website of the University of Maribor on 17 September 2020.

 

Candidates shall submit their application for enrolment in postgraduate programmes of the University of Maribor in the 2020/2021 academic year via the eVŠ internet portal available at https://portal.evs.gov.si/prijava/?locale=en. The final date for online submission of applications via eVŠ is 6 September 2020 for Slovenians without Slovenian citizenship and foreign nationals, and 22 September 2020 at noon CET for Slovenian citizens and EU nationals applying in an additional application period for filling the remaining vacancies.

Applications cannot be altered or deleted after 6 September 2020 and 22 September 2020 (after noon CET), respectively.

In the second application period, candidates may submit a maximum of one application.

2.            INFORMATION DAYS

 

Information days concerning enrolment in postgraduate programmes offered by the University of Maribor will take place on the dates set by the faculties. All dates will be published on the faculties’ websites and on the website of the University of Maribor (www.um.si). Some faculties will organize multiple information days as well as individual consultations.

 

Information days provide candidates with the opportunity to receive detailed information concerning admission requirements, the course of studies, career prospects, possibilities for continuing their studies and other information important for making the decision to enrol in a postgraduate programme.

 

 

3.            ADMISSION REQUIREMENTS AND BRIDGING EXAMINATION

 

Candidates who meet the admission requirements laid down in accredited study programmes may apply for enrolment in postgraduate programmes of the University of Maribor. Admission requirements for individual programmes are laid down in detailed call texts issued by faculties and are attached to this Call.

 

In order to be admitted to a postgraduate programme in a field different from the one in which they graduated, candidates must fulfil additional study obligations (bridging examination). These obligations, corresponding to 10-60 ECTS credits, will be determined based on differences between the candidates’ field of expertise and the selected study programme. Candidates must pass these exams prior to enrolment.

 

Candidates are advised to request information on bridging examination from student affairs offices at relevant faculties as soon as possible. Student affairs offices will provide detailed information on exams and examination methods. Fees for bridging exams must be paid in accordance with the tariff list of the University of Maribor, which is approved each year by the University’s Board of Directors prior to publication.

 

 

4.            ENROLMENT PLACES

 

Candidates may apply for postgraduate programmes that carry a fixed number of available enrolment places, as specified in the table attached to and considered an integral part of the Call. Places are defined separately for full-time and part-time study modes and are divided into groups. The first group consists of places available to Slovenian citizens and EU nationals, as well as foreign nationals with permanent residence in the Republic of Slovenia and who, or whose parents or guardians (or at least one of them), are tax residents of the Republic of Slovenia.

 

These places are also available to persons with international protection pursuant to the International Protection Act (Official Gazette of the Republic of Slovenia, No. 16/17 - official consolidated text).

 

Citizens of non-EU Member states and Slovenians without Slovenian citizenship shall apply for enrolment places referred to in the table specifying vacancies for Slovenians without Slovenian citizenship and foreign nationals – citizens of non-EU member states.

 

All candidates may apply for enrolment in a higher year of study and for parallel studies, regardless of citizenship.

 

Information for candidates with a foreign certificate of education is provided in Points 9 and 10 below.

 

AVAILABLE ENROLMENT PLACES FOR SLOVENIAN CITIZENS AND EU NATIONALS:

–             Slovenian citizens;

–             EU nationals;

–             Slovenian citizens who earned their graduate degree abroad;

–             EU nationals who earned their graduate degree abroad;

–             foreign nationals who earned their graduate degree abroad and who, or whose  parents or guardians (or at least one of them), are tax residents of the Republic of Slovenia with permanent residence in the Republic of Slovenia at the time of the application;

–             persons granted international protection (under the International Protection Act).

 

AVAILABLE ENROLMENT PLACES FOR FOREIGN NATIONALS:

–             Slovenians without Slovenian citizenship;

–             nationals of non-EU Member states.

 

NOTE:

In accordance with the Recognition and Evaluation of Education Act (Official Gazette of the Republic of Slovenia, No. 87/11, 97/11 – amended, and 109/12), the deadline for issuing the decision on the recognition is two months after receiving a complete application.

 

 

5.            LIMITED ENROLMENT AND SELECTION PROCEDURE

 

Candidates who apply for a programme for which no decision on limited enrolment has been made will be admitted if they meet the admission requirements laid down in the accredited study programme.

 

If the number of applications exceeds the number of available enrolment places, the programme shall be understood as having limited enrolment. In this case, candidates will be selected under a selection procedure based on criteria laid down in accredited study programmes.

 

Information on postgraduate programmes with limited enrolment after the first application period will be available on the website of the University of Maribor after the closing of the first application period as follows:

 

a) 8 June 2020 (12 June 2020) for Slovenians without Slovenian citizenship and foreign nationals, and

b) 11 September 2020 for Slovenian citizens and EU nationals.

 

Information on postgraduate programmes with limited enrolment after the second application period will be available on the website of the University of Maribor after the closing of the second period, i.e. 11 September 2020, for Slovenians without Slovenian citizenship and foreign nationals.

 

If enrolment places for Slovenian citizens and EU nationals are not filled in the first application period and faculties decide to publish a list of vacancies, candidates will be able to apply in an additional application period for filling the remaining vacancies. Information on postgraduate programmes with limited enrolment after the additional application period will be available on the website of the University of Maribor on 23 September 2020.

 

Faculties of the University of Maribor will notify the candidates on the outcome of the selection process.

 

Candidates admitted to a programme that will not be implemented due to an insufficient number of applications will be informed upon enrolment or after the closing of the first application period at the latest. The notice will be posted on the website of the University of Maribor. Candidates admitted to programmes for which no definitive decision on the implementation in the 2020/2021 academic year can be made after the closing of the first application period will also be informed upon enrolment that there is a possibility that the programme might not be implemented. These candidates will have the opportunity to apply in the second application period or submit an application to another higher education institution.

 

The following candidates may be admitted subsequently:

 

  1. Non-EU nationals, Slovenians without Slovenian citizenship, Slovenian citizens and EU nationals who earned their graduate degree abroad, as well as other foreign nationals with permanent residence in the Republic of Slovenia who, or whose parents or guardians (or at least one of them), are tax residents of the Republic of Slovenia, and persons granted international protection under the International Protection Act, if the procedure for the recognition of foreign academic qualifications under the Recognition and Evaluation of Education Act has not been completed yet. These candidates are admitted in accordance with the official decision on post-deadline enrolment based on their request. Detailed information concerning the procedure can be found in sections 9 and 10.
  2. Candidates admitted after an appeals procedure.
  3. Candidates with special status under second-cycle programmes. More information can be found in section 6.

 

6.            CANDIDATES WITH SPECIAL STATUS

 

During the application-enrolment procedure for second-cycle programmes, candidates may apply for a special status on the basis of which they can be added to the list of candidates admitted post-deadline. However, they must nonetheless meet the admission requirements laid down in the accredited study programme and achieve at least 90% of the required score. Based on a candidate’s written request and relevant supporting documents, the university committee in charge of requests and appeals decides on whether to confer special status on the candidate.

 

Special status may be conferred on candidates who provide relevant supporting documents certifying:

  • disability or special needs;
  • chronic illness or consequences of an acute disease that persevered throughout the application procedure and had a material impact on the candidate’s academic achievement during the relevant period;
  • exceptional social circumstances;
  • “top athlete” status in the relevant period.

​In order to be awarded special status, candidates must lodge an application along with relevant supporting documents. The application must be sent by registered mail to the relevant faculty implementing the programme the candidate is applying to by 15 September 2020 at the latest. In exceptional cases, applications may be submitted post-deadline, however, only if circumstances justifying the special status occurred after the deadline. The envelope must be clearly marked: “Za Komisijo za prošnje in pritožbe v prijavnem postopku Univerze v Mariboru” (to the Committee for Requests and Appeals in the Application Procedure of the University of Maribor).

 

Candidates shall apply for special status only once, even if they submit more than one application for enrolment. The decision on the conferral of special status is valid for all applications even if submitted to different faculties.

 

The Committee for Requests and Appeals in the Application Procedure of the University of Maribor shall decide on the conferral of the special status and inform the candidate and the relevant faculty in writing.

 

Decisions of the Committee for Requests and Appeals in the Application Procedure concerning candidates with special status shall apply to all faculties of the University of Maribor, however, have effect only on the application and enrolment procedure under this Call. Special status may also be observed in the second application period.

 

 

7.            ENROLMENT IN A HIGHER YEAR OF STUDY (IN ACCORDANCE WITH TRANSFER CRITERIA OR CRITERIA FOR ACCELERATED PROGRESSION)

 

Candidates may apply for enrolment in a higher year of study in accordance with the procedure and under observance of deadlines referred to under Points 1.1 and 1.2 of this Call.

 

Competent bodies of higher education institutions take into account these applications as follows:

 

  • with observance of transfer criteria, as referred to under respective study programmes for students wishing to change study programmes accredited after 11 June 2004 (Bologna study programmes), or
  • in accordance with the criteria for accelerated progression for candidates who did not complete their previous study programme and wish to enrol in the year equal or junior to the previous programme, but not in the first year of study.

 

Candidates applying for enrolment in a higher year of study must also meet criteria for admission to the first year of study of the programme they are applying for. The year the candidate may enrol in is determined by the higher education institution under the enrolment-application procedure, regardless of the year selected by the candidate in the application.

 

 

8.            SUPPORTING DOCUMENTS

 

Supporting documents are copies or original diplomas and other documents certified by notary publics, officials of administrative units and officials of higher education institutions (faculties).

 

The application procedure via the eVŠ internet portal notwithstanding, candidates must also submit proof of meeting admission requirements in physical form to the relevant faculty implementing the programme. If candidates fail to submit proof of meeting admission requirements, they shall be informed of this matter and given a deadline by the relevant faculty to submit mandatory documents.

 

Candidates needn’t send original copies of diplomas and other documents – these documents must be presented for inspection upon enrolment.

 

Pursuant to Article 64 of the Act Determining the Intervention Measures to Mitigate and Remedy the Consequences of the COVID-19 Epidemic (ZIUOOPE) (Official Gazette of the Republic of Slovenia, no. 80/20), in the application-enrolment procedures for enrolment in the 2020/21 academic year, applications for enrolment and all supplemental documents required for application are submitted electronically without a secure electronic signature, if the applicants identity can be established in another reliable way. The identity of applicants will be verified according to Slovenian personal registration number (EMŠO) for Slovenian citizens, and for foreign citizens o​n the basis of an identity document (for citizens of other EU Member States, an identity card is sufficient, and for citizens of non-EU Member States only passport will be accepted). The competent body of the higher education institution is obliged to obtain and verify supporting documents required for application for enrolment and recognition of education for the purpose of continuing education, as determined by regulations governing supporting documents that prove the candidate meets admission requirements and documentation that must be attached to the application for recognition of education.


Non-EU nationals, Slovenians without Slovenian citizenship, Slovenian citizens, EU nationals and all other foreign nationals who earned their graduate degree abroad must also submit a decision on the recognition of foreign academic qualifications, if they had not done so previously. Additional information on recognition of foreign degrees can be found in sections 9 (Enrolment of Slovenians without Slovenian Citizenship and Foreign Nationals – Citizens of Non-EU Member States) and 10 (Enrolment of EU Nationals and Slovenian Citizens Who Earned Their Graduate Degree Abroad).

 

 

9.            ENROLMENT OF SLOVENIANS WITHOUT SLOVENIAN CITIZENSHIP AND FOREIGN NATIONALS – CITIZENS OF NON-EU MEMBER STATES

 

Slovenians without Slovenian citizenship and foreign nationals – citizens of Non-EU member states may apply for postgraduate programmes in accordance with the Rules on Tuition Fees and Accommodation in Student Dormitories for Slovenian Nationals without Slovenian Citizenship and Foreigners in the Republic of Slovenia (Official Gazette of the Republic of Slovenia, No. 77/16 and 25/19). The number of available enrolment places for this group of applicants is published in separate tables referring to places available to Slovenians without Slovenian citizenship and citizens of non-EU member states (see section 4 – Enrolment Places).

 

9. 1 RECOGNITION OF FOREIGN DEGREES AND ACADEMIC QUALIFICATIONS

 

Candidates who have already obtained a decision on the recognition of foreign academic qualifications must follow the instructions for the submission of supporting documents demonstrating fulfilment of admission requirements. The decision on the recognition of foreign academic qualifications, along with the required supporting documents, must be submitted to the faculty implementing the programme the candidate is applying for. For candidates who have not yet obtained a decision on the recognition of foreign academic qualifications, the online application form for enrolment in postgraduate programmes submitted via eVŠ (available at https://portal.evs.gov.si/prijava/?locale=en) is also considered the application for the recognition of foreign academic qualifications. Candidates who submit an incomplete application will be informed by regular mail or email and invited to complete their application.

Original public document certifying the candidate's academic qualifications, on the basis of which the candidate is applying for postgraduate studies and for which he/she is requesting acceptance of the right of access, application and consideration under the application and enrolment procedure – at the request of an authorized official. Foreign public documents must be legalized in accordance with:

- the Hague Convention of 1961 – Abolishing the Requirement of Legalisation for Foreign Public Documents (with the court of territorial jurisdiction that issued the public document); the APOSTILLE stamp must be filled in correctly; or

- the Verification of Documents in International Transport Act.


 2. Uncertified copy of the public document certifying academic qualifications referred to under point 1.


3. Certified translation of the public document certifying academic qualifications referred to under point 1 – at the request of an authorized official.


4. Uncertified copy of supporting documents concerning the content and duration of previous education and study obligations fulfilled during the course of studies.


5. Brief chronological description of previous education, drawn up and signed by the holder of the public document certifying academic qualifications or his/her legal representative.

 

The list of mandatory documents may differ according to the state from which the document originates. If a candidate submitted the application in due time, yet it is nonetheless unreasonable to expect that the decision will be issued by 30 September 2020, the candidate is advised to file a request for an extension of the deadline for enrolment for legitimate reasons with the relevant faculty.

 

 

10.         ENROLMENT OF EU NATIONALS AND SLOVENIAN CITIZENS WHO EARNED THEIR GRADUATE DEGREE ABROAD, OTHER FOREIGN NATIONALS WITH PERMANENT RESIDENCE IN THE REPUBLIC OF SLOVENIA WHO, OR WHOSE PARENTS OR GUARDIANS (OR AT LEAST ONE OF THEM), ARE TAX RESIDENTS OF THE REPUBLIC OF SLOVENIA AND PERSONS GRANTED INTERNATIONAL PROTECTION

 

Slovenian citizens and EU nationals who earned their graduate degree abroad, other foreign nationals who, or whose parents or guardians (or at least one of them), are tax residents of the Republic of Slovenia with permanent residence in the Republic of Slovenia, as well as persons granted international protection under the International Protection Act (Official Gazette of the Republic of Slovenia, No. 16/17 – official consolidated text) who completed their graduate degree abroad may apply for enrolment places available to Slovene citizens and EU nationals (see section 4 – Enrolment Places).

11.         STUDENTS WITH QUALIFICATIONS CORRESPONDING TO THE SECOND BOLOGNA CYCLE UNDER THE KLASIUS CLASSIFICATION SYSTEM

 

Candidates who already acquired qualifications corresponding to at least the second Bologna cycle under the Klasius classification system cannot have their master’s (second-cycle) training financed by public funds. These candidates may apply for enrolment in the first year of study, either under the full-time or part-time mode of study (depending on their preferred mode of study); however, they need to cover the full tuition fee as per Article 77 of the Higher Education Act.

 

 

12.         DOCTORAL TRAINING

 

In accordance with Article 12 of the Rules and Regulations on Doctoral Studies at the University of Maribor No. 012/2018/1 with amendments, candidates are advised to choose, as a rule, a working supervisor and narrow area of research, and prepare a framework programme of doctoral studies prior to enrolment (Annex 14 to the Rules and Regulations on Doctoral Studies at the UM).

 

Upon enrolment in doctoral studies, a doctoral student shall conclude an Agreement on Studies and Supervision Within a Third-Cycle Study Programme with the member implementing the doctoral study programme (or with members in the case of an inter-faculty study programme). The agreement shall specify the name of the working supervisor, content plan and time schedule of doctoral studies, as well as responsibilities and obligations of the signatories. By signing the agreement, the signatories shall commit to cooperate in the implementation of the doctoral study programme in accordance with the accredited study programme, and with the content plan and time schedule of doctoral studies. In addition, the agreement lays down the payment method for costs associated with doctoral studies.

 

 

13.         PREVIOUSLY ENROLLED STUDENTS, PARALLEL STUDIES

 

Previously enrolled students are students who are already enrolled in postgraduate programmes of the University of Maribor and other higher education institutions.

 

If previously enrolled students wish to switch programmes for various reasons, they may apply for enrolment in postgraduate programmes of the University of Maribor as:

–             candidates wishing to switch programmes (enrolment in the first year of study),

–             candidates wishing to apply for enrolment in a similar programme in accordance with the transfer criteria (see section 7 – Enrolment in a Higher Year of Study).

 

Candidates referred to in the first indent may apply for enrolment in the first year of study, whereas candidates referred to in the second indent may apply for enrolment in higher years of study in accordance with the transfer criteria.

 

Students who wish to switch programmes and have not yet exercised this right or the right to re-enrol in the same year of study under a second-cycle full-time programme must apply in the same manner as all other candidates.

 

Students who have already re-enrolled in the same year of study or switched study programmes in the past may apply for full-time study mode, however, as per Article 77 of the Higher Education Act, they need to cover the full tuition fee.

 

Academic affairs committees of faculty senates may allow successful students who meet the requirements for advancement to the next year and have an average grade of at least 8 in the first year of studies to take up parallel studies under two or more programmes conducted by one or more faculties of the University of Maribor. In exceptional cases, the committee may allow candidates with an outstanding academic record, which is one of the admission requirements, to simultaneously enrol in the first year of two study programmes. Candidates must apply for enrolment places available for parallel studies, which are published in a separate table.

 

 

14.         ENROLMENT DEADLINE

 

Enrolment in postgraduate programmes shall be conducted after the application closing dates.

 

Enrolment after the closing date of the first application period:

a) no later than 30 June 2020 for Slovenians without Slovenian citizenship and foreign nationals, and

b) no later than 17 September 2020 for Slovenian citizens and EU nationals.

 

In the second application period, enrolment in postgraduate programmes shall be conducted no later than 30 September 2020. If candidates file a request for an extension of the enrolment deadline for legitimate reasons (to be decided on by competent faculty bodies), the enrolment deadline may be extended to 30 October 2020 at the latest.

 

If students who are enrolled in the first year of a postgraduate programme for the first time withdraw from the programme by 15 October 2020 at the latest, it is considered they were never enrolled in this programme.

 

 

15.          TUITION FEES AND PAYMENT OF COSTS RELATED TO POSTGRADUATE TRAINING AT THE UNIVERSITY OF MARIBOR

 

Tuition fees under postgraduate programmes are charged for:

  • part-time second-cycle (master's) programmes;

  • full-time second-cycle (master's) programmes for candidates who have already acquired qualifications corresponding to at least the same level as is the level of the enrolled programme, and for students who have not yet acquired qualifications corresponding to at least the same level as is the level of the enrolled programme, providing they have already exercised their right to free study;

  • doctoral programmes; 

  • full-time second-cycle (master’s) programmes for the implementation part exceeding the standards laid down in the National Higher Education Programme.

Upon first enrolment, students paying the tuition fee conclude a training agreement with the relevant faculty. Upon enrolling in the next year of study, an annex is added to the training agreement. Taking into account specific features of their study programmes, faculties formulate the content of the agreement in greater detail, inter alia also the payment method (single payment or payment by instalments), a lower fee or exemption from fees, method of recovery in accordance with these instructions, default interest rates and reimbursement of the tuition fee in the event of withdrawal from studies.

If a doctoral candidate decides to conduct experimental research the costs of which exceed certain standards and cannot be financed from the tuition fee, the parties conclude an annex to the agreement on studies and supervision within a third-cycle study programme for the conduct of individual research work.

Students enrolled in second-cycle (master's) programmes are obliged to pay a part of the tuition fee in the event of withdrawal from the programme as follows:
  • 20 % of the tuition fee, if they withdraw by 31 October of the current academic year,
  • 50 % of the tuition fee, if they withdraw by 31 December of the current academic year,
  • 100 % of the tuition fee, if they withdraw after 1 January of the current academic year.
Doctoral students are obliged to pay a part of the tuition fee in the event of withdrawal from the programme as follows:
  • 50 % of the tuition fee, if they withdraw after 31 October, but at the latest until 31 January of the current academic year 
  • 100 % of the tuition fee, if they withdraw after 1 February of the current academic year.
Students are obliged to pay all financial obligations incurred with regard to their training until the date of completion of the programme or until being served the leaving certificate certifying the departure from the University of Maribor.

EU nationals are eligible for financing in the same manner as Slovene citizens. Nationals of countries with which the Republic of Slovenia has concluded bilateral agreements are also eligible for the same financing. The Republic of Slovenia has concluded bilateral agreements with the following non-member states: Bosnia and Herzegovina, Montenegro, Kosovo, North Macedonia and Serbia.

In accordance with the Rules on Tuition Fees and Accommodation in Student Dormitories for Slovenians without Slovenian Citizenship and Foreign Nationals in the Republic of Slovenia, citizens of non-member states must pay the tuition fee in accordance with the valid tariff list. The amount of the tuition fee for Slovenians without Slovenian citizenship and foreign nationals is determined by the amount of the tuition fee for Slovene citizens for part-time programmes.
