Public Call for Applications for the Co-Funding of Doctoral Study Programmes for Students of the University of Maribor – 2018/2019 Academic Year

On the basis of the Higher Education Act (Official Gazette of the Republic of Slovenia, No.: 32/12 – official consolidated text, 40/11 - ZUPJS-A, 40/12 - ZUJF, 57/12 - ZPCP-2D, 109/12, 85/14, 75/16, 61/17 - ZUPŠ and 65/17), Decree on the co-funding of doctoral studies (Official Gazette of the Republic of Slovenia, No.: 22/17; hereinafter referred to as ‘Decree’), Implementation of the Republic of Slovenia’s Budget for 2018 and 2019 Act (Official Gazette of the Republic of Slovenia, No.: 71/2017 and 13/2018 - ZJF-H), Budget of the Republic of Slovenia for 2018 (Official Gazette of the Republic of Slovenia, No.: 80/16 and 71/17), Rules on the procedures for implementing the budget of the Republic of Slovenia (Official Gazette of the Republic of Slovenia, No.: 50/07, 61/08, 99/09 - ZIPRS1011, 3/13 and 81/16), Statute of the University of Maribor (Official Gazette of the Republic of Slovenia, No.: 29/2017–UPB12), Decision on Allocation of Funds for the Co-Funding of Doctoral Studies in the Academic Year 2018/2019, No.: 410-19/2018/1 of 15 March 2018, and the Agreement on the Co-Funding of Doctoral Studies No. C3330-18-453002 of 16 April 2018, the University of Maribor, Slomškov trg 15, 2000 Maribor (hereinafter referred to as ‘University’), issues the following

 

Public Call for Applications for the Co-Funding of Doctoral Study Programmes for Students of the University of Maribor – 2018/2019 Academic Year

 

1           Subject of the public call

 

The subject of the Public Call is the selection of candidates for the co-funding of doctoral studies for doctoral students of the University of Maribor in the 2018/2019 academic year.

 

The terms used in the Public Call in the male gender shall be considered neutral and shall refer to both the masculine and feminine genders.

2           Conditions for the co-funding of doctoral studies

 

The doctoral student selected under the Public Call shall be granted funds to cover tuition costs for the study year in which he is enrolled in the 2018/2019 academic year.  

 

Individual doctoral students evaluated according to the criteria of the Public Call as the best overall shall be approved to receive tuition costs for all the remaining study years of their doctoral studies under the conditions that they meet the criteria for co-funding during their studies and that financial means for co-funding are secured in the budget of the Republic of Slovenia.

 

Parallel studies are not co-funded.

3           Requirements for candidacy and application content and preparation

3.1          Candidacy requirements for applicants

 

Co-funding may be approved for an applicant who meets the following requirements:

  • In the 2018/2019 academic year, the candidate is enrolled in the 1st, 2nd, or 3rd year of doctoral studies and he has advanced into upper study years regularly.
  • The candidate has previously not completed any study programmes corresponding to the qualification level awarded under 3rd-cycle doctoral programmes.
  • The candidate has previously not received any public grants or other forms of public funding for study programmes leading to “doktorat znanosti” (PhD), irrespective of the institution where he studied or whether he has completed his doctoral studies.
  • The candidate has a supervisor.
The candidate has received at least 24 points under the criteria for the evaluation of the doctoral candidate’s eligibility.

​​The “previously not received any public grants or other forms of public funding for study programmes leading to a PhD” requirement does not apply to students who in the 2017/2018 academic year received co-funding under the Public Call for Applications for the Co-Funding of Doctoral Study Programmes for Students of the University of Maribor – Generation 2017. These students may reapply for the Public Call if they meet the requirement of regular advancement into upper study years.  


Students who were ranked among 30% of the highest rated applicants under the 2017/2018 Public Call for Applications for the Co-Funding of Doctoral Study Programmes for Students of the University of Maribor – Generation 2017 shall not apply for co-funding under this Public Call, as they were granted funds to cover tuition costs of all study years until the end of doctoral studies. The University shall verify if these students meet the requirement of regular advancement into upper study years.
 

The Doctoral Dissertation Outline Proposal shall serve as evidence that the applicant has a supervisor. It shall be signed by the supervisor or intended supervisor. The number and date of the Rector’s decision on the approval of the doctoral dissertation topic shall also serve as evidence that the applicant has a supervisor. The supervisor or intended supervisor shall meet the requirements for supervisors in accordance with the University’s internal regulations. The decision on the confirmation of the doctoral dissertation topic is required for students who apply for funding in the upper study years if the confirmed doctoral dissertation topic is a requirement for the enrolment in the upper study year of the programme.

 

 

3.2          Content and the preparation of the Public Call application

 

In the framework of this Public Call, the applicant may submit the application for the co-funding of doctoral studies, namely for the tuition costs of the 2018/2019 academic year.


To be eligible for co-funding under this Public Call, the applicant shall submit a complete application which includes the following completed and signed forms:

  • Public Call Application form with mandatory supplements:
  • Certificate of the average grade of completed studies shall be submitted by applicants who did not obtain their previous education at the UM (former academic undergraduate programmes, 2nd-cycle (master’s) programmes or unified master’s study programmes);
  • Supplement 1: Doctoral Dissertation Outline Proposal, verified by supervisor’s or intended supervisor’s signature or the number and date of the Rector’s decision on the approval of the doctoral dissertation topic.

References stated in the Public Call Application the applicant wants to enforce shall be considered only if the following documentation is also submitted:

  • Certificate of achieved awards.
  • Certificate of published original scientific articles (1.01, 1.02, 1.03), a scientific monograph (2.01), patent or independent scientific contribution or chapter in a monograph (1.16), or research or documentary film, sound or video publication (2.18), with added authorship or co-authorship information if the publication is not entered into COBISS system.
  • Certificate by the responsible person of the UM member or institute (dean or responsible person of the institute - Chair) of research work collaboration with a stated title of the research project/programme, period of collaboration (from-to), head of the research work, and content of the work carried out by the applicant.​

The Doctoral Dissertation Outline Proposal shall include all required elements as defined in Supplement 1.

 

The application shall comply with the subject of the Public Call.

4           Candidate evaluation criteria and manner of selection

The candidate is already enrolled in a senior year of a 3rd-cycle (doctoral) programme.

The candidate is awarded 3 points for each publication referred to herein (for authorship or co-authorship).

The number of awarded points under section 1.6 depends on the evaluation committee.

 

The maximum score available is 42 points. The applicant shall need a minimum of 24 points to be eligible.

 

4.2          Application evaluation procedure and the manner of selection

 

The procedure for selecting candidates for funding allocation shall be performed by a special committee of higher education teachers appointed by a decision of the Rector of the University of Maribor. The committee shall determine whether the applicant meets the eligibility criteria and evaluate the application according to criteria under Point 4.1 of this Public Call.

 

An application which is not submitted on the prescribed form Application to the Public Call for the Co-Funding of Doctoral Study Programmes for Students of the University of Maribor – 2018/2019 Academic Year (attachment of this Public Call) shall be rejected without an invitation to supplement.

 

An application without the whole content of the Doctoral Dissertation Outline Proposal in Supplement 1 or without individual parts of the content of the Doctoral Dissertation Outline Proposal shall be rejected without an invitation to supplement.

 

An application shall be eligible for co-funding if it receives at least 24 points according to evaluation criteria.

 

For applications receiving at least 24 points, the number of applicants per individual supervisor or intended supervisor shall be checked in a way to guarantee that the total number of doctoral students whose doctoral dissertation outline proposal has been approved by the said supervisor or intended supervisor, or whose supervisor or intended supervisor was appointed by the decision of the UM Senate, does not exceed five students per individual supervisor or intended supervisor.

 

If a supervisor has more than 5 candidates (together with applicants), the committee shall rank candidates according to the points awarded under additional criteria for ranking applications with the same evaluation, as specified in the following paragraphs. Applicants with the highest number of points shall be placed on a list.

 

If the threshold is reached or exceeded by more applicants than there are funds available for their co-funding, the committee shall select the applicants according to the order of awarded points and until all funds are used, whereby an individual applicant may receive up to a maximum of 4,000.00 EUR for a study year.

 

Applications with the same number of points shall first be ranked according to the number of points awarded under criterion 1.5 of the Evaluation criteria, second according to the number of points awarded under criterion 1.1, third according to the number of points awarded under criterion 1.3, and last according to the number of points awarded under criterion 1.2. If all stated options are used and the applications still cannot be ranked, a draw shall decide the order of the applications with the same evaluation.

 

Among applicants eligible for co-funding and whose applications have been evaluated, up to 30% of the highest ranked applicants according to the total score shall be allocated funds for tuition costs for all the remaining study years of their doctoral studies under the conditions that they meet the criteria for co-funding during their studies and that financial means for the co-funding of doctoral studies at the University of Maribor are secured in the budget of the Republic of Slovenia. These candidates shall not need to apply to the Public Call in the coming years. 

 

If a selected applicant withdraws form the application in writing or does not sign an annex to the doctoral studies agreement concluded by the doctoral studies provider in the set time limit, it shall be considered that he has withdrawn the application. His place shall be filled by the next applicant according to the number of allocated points under evaluation criteria and according to available funds. Places shall be made available and filled in the described manner also if an additional verification establishes that the applicant has previously received public co-funding for study programmes leading to “doktorat znanosti” (PhD).

5           Available funds

 

The amount of funds available through this Public Call is 538,645.67 EUR.

 

6           Eligible costs and expenses

 

Grounds for the tuition calculation is the price list of the University of Maribor, approved by the Management Board of the University of Maribor, published at http://www.um.si/studij/financiranje/Strani/default.aspx.  

 

Double funding shall not be allowed. Co-funding shall only be allowed for those tuitions that are not or shall not be refunded from other sources or shall not be (co)-funded from public calls of the Slovenian Research Agency or other European public financial funds of state or local budget.   

 

Financial means for eligible costs of selected applicants shall be transferred to the bank account of the University of Maribor’s member which is in charge of the doctoral study programme.

7           Personal data protection

 

Personal data of applicants are collected for the purpose of the Public Call application. The protection of personal data shall be assured according to valid legislation. Persons included in the opening and evaluation of applications shall sign a confidentiality agreement beforehand.

8           Method of applying and deadline for the submission of applications

 

The applicant shall submit his application regardless of the shipment's transfer type to the dispatch office of the University of Maribor, Slomškov trg 15, 2000 Maribor, starting from the announcement of the Public Call and no later than 28 September 2018 at noon CET.

 

The application shall be submitted in a sealed envelope with a note »DO NOT OPEN – APPLICATION TO THE PUBLIC CALL FOR CO-FUNDING OF DOCTORAL STUDY PROGRAMMES FOR STUDENTS OF THE UNIVERSITY OF MARIBOR – 2018/2019 ACADEMIC YEAR« with a complete applicant's address.

 

An application shall be considered on-time if it arrives at the university dispatch office, University of Maribor, Slomškov trg 15, 2000 Maribor before the stated deadline regardless of the shipment’s transfer type. If the application does not arrive on time, is incorrectly marked, or does not include documents stated under Point 3.2 of this Public Call, it shall be rejected by a decision.

9           Opening of applications

 

Applications shall be opened by a committee appointed for the selection procedure by the Rector of the University of Maribor with a decision. Due to expected large number of applications, the opening shall not be public. The opening shall take place at the University, at the latest within 5 working days after the deadline for the submission of applications.

 

If an application is not complete, the applicant shall be notified within 8 days from the date of the opening of the applications. The applicant shall have 5 days to complete the application, starting from the day he was notified. The application not completed within the deadline and according to the summons shall be discarded with a decision.

 

An application shall be considered incomplete if the accompanied evidence on the average grade of completed studies is inadequate, if the evidence on publishing original scientific articles is inadequate, or if the Public Call Application (i.e. prescribed form) or Doctoral Dissertation Outline Proposal are not signed.

10       Notifications about selection

 

Candidates shall be notified about results within 60 days from the date of the opening of the applications.

 

Along with the selection decision, the candidates shall be invited to sign an annex to the doctoral studies agreement, entered with the faculty in charge of the doctoral study programme. In case the selected applicant does not reply within 8 days after receiving the summons, it shall be regarded that he has withdrawn the application.

11       Appeal

 

An appeal against the decision from the previous paragraph of the Public Call may be lodged by the applicant with the university within 8 days after the receipt of the decision. A decision on the appeal shall be issued by the Rector of the University of Maribor within 15 days. A lodged appeal shall not withhold the signing of contracts with selected applicants. The appeal shall include a precise written explanation of reasons for the appeal. Subject of the appeal shall not include application conditions and criteria set for the evaluation of applications. After the receipt of the appeal, the University of Maribor shall check whether all formal conditions are met – was the application submitted in time, was it submitted by an entitled person, and whether it is permitted. If any of the formal conditions is not met, the appeal shall be rejected by a decision.

2 A university award is an acknowledgement awarded pursuant to the Statute of the University of Maribor (Official Journal of RS, No. 29/2017 – Official consolidated text UPB12) and the Rules on honorary titles, prizes and awards of UM (UM Journal XXXIII-1-2015), such as the Rector’s Award, Andrej Perlach Prize or comparable acknowledgements awarded by other universities (e.g. Prešeren Prize of UL, etc.). Acknowledgements such as the Dean’s Award and other faculty-level awards are not considered university awards.

Other national-level awards (e.g. Krka Prize, Bank of Slovenia Award, Award of the Office of the Government of the Republic of Slovenia for Public Relations and Media, etc.) are considered in the evaluation as well.

3 Under criterion 1.5, the candidate may be awarded an unlimited number of points, however, the total score under criterion 1. Eligibility of PhD candidate cannot exceed 42 points.

4 The certificate should be issued by the responsible person of the faculty or institute (dean or responsible person of the institute – Chair; certificates signed only by the project head will not be considered in the evaluation). The certificate should entail:

  • title of the research project/programme;
  • period of participation in the research project (from – until);
  • research lead/head; and
  • description and subject matter of research the candidate performed/is performing as part of his research work.
    Eligible projects are as follows: SRA projects, bilateral projects, targeted research programmes and research & development projects, multi-month visits to foreign research institutes or university, etc.
    Participation in professional projects (e.g. Creative Path to Knowledge, etc.) is not eligible and will not be observed in the evaluation.
