On the basis of Article 40 of the Higher Education Act (Official Gazette of the Republic of Slovenia, No. 32/2012 – UPB7 (official consolidated text no. 7), as amended 40/2012 – ZUJF (Fiscal Balance Act), 57/2012 – ZPCP-2D (Act Amending the Road Transport Act), 109/2012 and 85/2014), Rules on the Call for Enrolment and Enrolment in Higher Education, a decision of the Senate of the University of Maribor and with consent of the Government of the Republic of Slovenia, the University of Maribor hereby

 

issues the following

 

2015/2016 CALL FOR ENROLMENT IN POSTGRADUATE PROGRAMMES

OF THE UNIVERSITY OF MARIBOR

 

 

In the academic year 2015/2016, candidates may enrol in master’s (second-cycle) and doctoral (third- cycle) programmes offered by faculties of the University of Maribor. Detailed information on enrolment in master’s and doctoral programmes can be found at http://www.um.si/studij/podiplomski-studij/Strani/2--stopnja.aspx and http://www.um.si/studij/podiplomski-studij/Strani/3--stopnja.aspx respectively.

 

 

1.            APPLICATION DEADLINES

 

There are two deadlines for the submission of applications for enrolment in postgraduate programmes of the University of Maribor. However, in the second application period, candidates may apply only for those programmes where there are still vacant places, which have not been filled in the first application period.

 

 “Expired application deadline” means that registration via the eVŠ web portal is no longer possible and that, in the event of limited enrolment, the selection procedure has been completed and that candidates have enrolled by the deadline set in this Call.

 

1st application period: from 1 June 2015 to 24 August 2015 at the latest

2nd application period: If vacant places are not filled in the first application period, university members will publish a list and candidates will be able to apply in the second application period; from 17 September 2015 to 21 September 2015 at the latest.

 

Information concerning vacant places in the second application period will be published on the website of the University of Maribor on 16 September 2015.

 

The same application deadlines shall also apply to candidates who wish to enrol in accordance with transfer criteria, candidates who wish to take up parallel studies and foreign nationals and Slovene nationals not holding Slovene citizenship.

 

 

2.            INFORMATION DAYS

 

Information days concerning enrolment in postgraduate programmes offered by the University of Maribor will not take place on the same day. They will be organized individually by university members on a date published both on their and the University’s website (www.um.si).

 

On these days, candidates will receive detailed information concerning admission requirements, the course of studies, career prospects, possibilities for continuing their studies and other information important for making the decision to enrol.

 

 

 

3.            ADMISSION REQUIREMENTS AND QUALIFYING EXAMS

 

Candidates meeting admission requirements laid down in accredited study programme may apply for enrolment in postgraduate programmes of the University of Maribor. Admission requirements for individual programmes are laid down in detailed call texts of university members.

 

In order to be admitted to a postgraduate programme in a field different from their graduate degree, candidates must fulfil additional study obligations (qualifying exams). These exams corresponding to between 10 and 60 ECTS credits shall be laid down on the basis of discrepancies between the fields of expertise. Candidates must pass these exams prior to enrolment.

 

Candidates are advised to request information on qualifying exams from postgraduate studies offices of university members as soon as possible. Postgraduate offices will provide detailed information on qualifying exams and examination methods. Fees for qualifying exams must be paid in accordance with the tariff list of the University of Maribor.

 

 

4.            APPLICATION PROCEDURE

 

All candidates wishing to enrol in postgraduate programmes of the University of Maribor may apply irrespective of whether they have earned their graduate degree at the time of application. Candidates who applied must submit proof of their graduate degree by a deadline set by the relevant university member. A graduate degree is not a requirement for the submission of an application. However, it is a requirement for enrolment in postgraduate programmes. Candidates are advised to submit an application if they reasonably expect to obtain their graduate degree by the application deadline. After expiry of both application deadlines, it is no longer possible to submit an application for enrolment in postgraduate programmes. The submission of the application for enrolment in postgraduate programmes of the University of Maribor is independent of applications for enrolment in postgraduate programmes submitted to other higher education institutions.

 

 

 

 4.1 FIRST APPLICATION PERIOD    

 

Candidates must submit their application for enrolment in postgraduate programmes of the University of Maribor in the academic year 2015/2016 via the eVŠ internet portal available at: application​ Detailed instructions for filling out the form are also available.  The eVŠ service is in charge of tech support (evs-prijava.mizs@gov.si), while content-related information concerning the call for enrolment can be obtained at poststudy@um.si or postgraduate studies offices of university members.

 

In the first application period, candidates may apply as follows. Each candidate may submit a maximum of 3 applications – each entry into EVŠ shall be considered one application (irrespective of study track, mode of study, etc.). If a candidate tries to submit a fourth application (or more), an automatic warning will appear and the application will not be submitted. Until expiry of the deadline, candidates may change or delete their applications.

 

Candidates may submit the application in two ways – with a digital (security) certificate or with their user name and password.

 

Candidates applying with a qualified digital certificate do not have to send the printed form by post. Timely applications are considered those applications that are completed, electronically signed and submitted in eVŠ by means of the qualified digital certificate by 24 August 2015.

 

If candidates are applying without a digital certificate (with user name and password), the application form must be electronically submitted in eVŠ, printed, signed and delivered by hand or registered mail to the relevant university member by the set deadline. Timely applications are considered those applications entered in eVŠ, printed in the same text as the last application submitted in eVŠ, signed and delivered by hand or registered mail to the relevant university member by 24 August 2015. After the expiry of this deadline, it is no longer possible to submit an application.

 

 

NOTE:

The application is valid only if the candidate presses the SEND button in eVŠ. In the opposite case, the application will not be submitted and will thus be rejected by means of an official decision. Before completing the application procedure, candidates are advised to verify whether the application has indeed been sent.

 

 

Irrespective of the mode of application, enclosures to the application must be sent by registered mail or delivered by hand to the relevant university member.

 

1ST OPENING DATE FOR APPLICATIONS: 1 June 2015

CLOSING DATE: 24 August 2015

Candidates may submit a maximum of three applications.

After 24 August 2015, it will no longer be possible to change or delete applications. Candidates admitted in the first application period must enrol by the deadline set by the relevant university member but no later than 14 September 2015.

 

 

 

 4.2 SECOND APPLICATION PERIOD

 

In the second applications, the following candidates may submit an application:

(1) those who did not apply in the first application period;

(2) those who were not admitted in the first application period;

(3) those who, in the first application period, applied for a postgraduate programme that will not be implemented.

A second application may also be submitted by candidates wishing to enrol in programmes implemented as a part-time mode of study. All other candidates will receive a system notification that the application is not possible.

 

Information on study programmes and available places offered by university members in the second application period will be published on the website of the University of Maribor on 16 September 2015.

 

Applications for enrolment in postgraduate programmes of the University of Maribor in the second application period must be submitted via the eVŠ portal available at:  application​.​

 

In the second application period, candidates may apply in the same manner as in the first period. However, in the second application period, candidates may submit a maximum of one application – each entry in eVŠ shall be considered one application (irrespective of study track, mode of study, etc.). If a candidate tries to submit a second application (or more), an automatic warning will appear and the application will not be submitted. Until expiry of the deadline, candidates may change or delete their applications.

2ND OPENING DATE: 17 September 2015

CLOSING DATE: 21 September 2015

Candidates may submit a maximum of one application.

After 21 September 2015, it will no longer be possible to change or delete applications. Candidates admitted in the second application period must enrol by a deadline set by the relevant university member but no later than 30 September 2015.

 

 

 

5.            NUMBER OF AVAILABLE PLACES

 

Slovene citizens and EU nationals may apply for postgraduate programmes with a fixed number of available places specified in the call text for full-time and part-time studies separately. Non-EU nationals may also apply for these places if they or one of their parents or guardians is a tax resident of the Republic of Slovenia with permanent residence in Slovenia at the time of the application.

 

Non-EU nationals and Slovenes not holding Slovene citizenship may apply for places specified in separate tables.

 

 

6.            LIMITED ENROLMENT AND SELECTION PROCEDURE

 

If there is greater demand than there are places available, enrolment shall be limited. In this event, candidates undergo a selection procedure. Selection criteria are laid down in accredited study programmes. Information on postgraduate programmes with limited enrolment will be available on the website of the University of Maribor – for the first application period on 25 August 2015, and for the second on 22 September 2015. Candidates will be informed of the selection by post.

 

Candidates who applied for study programmes that will not be implemented due to an insufficient number of applications shall be informed upon enrolment or expiry of the first application deadline at the latest on the website of the University of Maribor. Candidates admitted to programmes for which it will not be possible to establish whether they will be implemented in the academic year 2015/2016 upon expiry of the first application period shall also be informed of the possibility that the programme might not be implemented. These candidates will have the opportunity to apply in the second application period or submit an application to another higher education institution.

 

 

7.            ENROLMENT IN ACCORDANCE WITH TRANSFER CRITERIA

 

Transfer between programmes means the cessation of studies under one programme and the continuation of studies under another programme. In this case, certain obligations fulfilled under the first study programme may be recognized, and new ones may be laid down, which must be satisfied in order to earn a degree under the new programme. In accordance with the transfer criteria, only students may transfer between programmes – the same does not apply to graduating students, with the exception of graduating students under master’s programmes (MSc) adopted prior to 11 June 2004, for which transfer between programmes is laid down in Article 16 of Act Amending the Higher Education Act.

 

In accordance with the transfer criteria, students may transfer to the same or a subsequent year of another postgraduate programme provided the first programme leads to the acquisition of comparable competencies and provided that at least half of obligations under the former programme relating to compulsory subjects of the new programme can be recognized.

 

Transfer between programmes is possible in accordance with accredited study programmes. Transfer to master’s (second-cycle) and doctoral (third-cycle) programmes is possible only from master’s and doctoral programmes in comparable fields of expertise provided the students meets the admission requirements for the new programme and provided there are enough available places.

 

The number of places available for enrolment in accordance with the transfer criteria is limited with the number of available places for enrolment in the first year.

 

 

8.            SUPPORTING DOCUMENTS

 

Supporting documents are copies or original diplomas and other documents certified by notary publics, officials of administrative units and officials of higher education institutions (university members).

 

Independently of the application procedure via the eVŠ internet portal, candidates must submit proof of meeting admission requirements in physical form to the relevant university member. If a candidate fails to submit proof of meeting admission requirements, he/she shall be informed of this matter and the deadline for submission by the relevant university member.

 

Candidates do not have to send original copies of diplomas and other documents – these documents must be submitted for inspection upon enrolment.

 

Non-EU nationals, Slovenes not holding Slovene citizenship, Slovene citizens, EU nationals and all others who earned their graduate degree abroad must also submit as decision on the recognition of foreign academic qualifications. Additional information can be found in sections 9 (Enrolment of non-EU nationals and Slovene nationals not holding Slovene citizenship) and 10 (Enrolment of EU nationals and Slovene citizens who earned their graduate degree abroad).

 

 

9.            ENROLMENT OF NON-EU NATIONALS AND SLOVENE NATIONALS NOT HOLDING SLOVENE CITIZENSHIP

 

Non-EU nationals and Slovenes not holding Slovene citizenship may enrol in postgraduate programmes in accordance with the Regulations on Tuition Fees and Accommodation in Student Dormitories for Slovene Nationals without Slovene Citizenship and Foreigners in the Republic of Slovenia (Official Gazette of the Republic of Slovenia, No. 70/2008). The number of available places for this group of applicants is published in separate tables.

 

In addition to other supporting documents, candidates must also submit a decision on the recognition of foreign academic qualifications. If candidates have not yet obtained this decision, they must submit a request for the recognition of foreign academic qualifications with the purpose of further education (Form N) to the following address: Univerza v Mariboru, Oddelek za pravne, kadrovske in splošne zadeve, Slomškov trg 15, 2000 Maribor; marked “za priznavanje tujega izobraževanja” (for the recognition of foreign academic qualifications).

 

Candidates are advised to submit the request for the recognition of foreign academic qualifications in due time. In accordance with the Recognition and Evaluation of Education Act (Official Gazette of the Republic of Slovenia, No. 87/2011, No. 97/2011 – amended to 109/2012), the deadline for issuing the decision on the recognition is two months from the receipt of the complete application. If a candidate submitted the application in due time, but it is nonetheless unreasonable to expected that the decision will be issued by 30 September 2015, the candidate is advised to file a request for an extension of the deadline for enrolment for legitimate reasons with the relevant university member. Additional information can be obtained on the website of the University (http://www.um.si/studij/priznavanje/Strani/default.aspx), from the Department of Personnel Administration, Legal and General Affairs (e-mail: priznavanjeizobrazevanja@um.si) and postgraduate studies offices of university members.

 

 

10.          ENROLMENT OF EU NATIONALS AND SLOVENE CITIZENS WHO EARNED THEIR GRADUATE DEGREE ABROAD

 

Slovene citizens and EU nationals who earned their graduate degree abroad as well as other foreign nationals who earned their graduate degree abroad and who or whose parents are taxpayers in the Republic of Slovenia with permanent residence in the Republic of Slovenia may apply for places available for Slovene citizens and EU nationals.

 

In addition to other supporting documents, candidates must also submit a decision on the recognition of foreign academic qualifications. If candidates have not yet obtained this decision, they must submit a request for the recognition of foreign academic qualifications with the purpose of further education (Form N) to the address: Univerza v Mariboru, Oddelek za pravne, kadrovske in splošne zadeve, Slomškov trg 15, 2000 Maribor; marked “za priznavanje tujega izobraževanja” (for the recognition of foreign academic qualifications).

–             Slovene citizens

–             EU nationals

–             Slovene citizens who earned their graduate degree abroad

–             EU nationals who earned their graduate degree abroad

–             Foreign nationals who earned their graduate degree abroad and who or whose parents or guardians are tax residents of the Republic of Slovenia with permanent residence in the Republic of Slovenia at the time of the application

 

 

AVAILABLE PLACES FOR FOREIGN NATIONALS:

–             non-EU nationals

–             Slovene citizens not holding Slovene citizenship

NOTE:

11.          STUDENTS WITH QUALIFICATIONS CORRESPONDING TO THE SECOND BOLOGNA CYCLE IN ACCORDANCE WITH THE KLASIUS CLASSIFICATION SYSTEM

 

In accordance with the Decree on Budgetary Financing of Higher Education and Other University Member Institutions, candidates who already acquired qualifications corresponding to at least the second Bologna cycle in accordance with the Klasius classification system cannot have their master’s (second-cycle) studies financed by public funds. These candidates may apply either for the full-time or part-time mode of study but have to pay the full tuition fee.

 

 

12.          DOCTORAL PROGRAMMES

 

In accordance with Article 136a of the Statute of the University of Maribor, candidates are advised to contact potential thesis advisers and prepare a topic proposal or chose a narrow field of expertise for their dissertation.

 

 

13.          ALREADY ENROLLED STUDENTS, PARALLEL STUDIES

 

Already enrolled students are students enrolled in postgraduate programmes of the University of Maribor and other higher education institutions who wish to switch programmes for various reasons.

 

These candidates may apply for enrolment in postgraduate programmes of the University of Maribor as:

–             candidates wishing to switch programmes;

–             candidates wishing to apply for enrolment in a similar programme in accordance with the transfer criteria (see point 6).

 

Candidates referred to in the first indent may apply for enrolment in the first year, whereas candidates referred to in the second indent may apply for enrolment in accordance with the transfer criteria.

 

Students who wish to switch programmes and have not yet exercised this right or the right to repeat a year under a second-cycle full-time programme must apply in the same manner as all other candidates.

 

Academic affairs committees of senates of university members may allow successful students who meet the requirements for advancement to the next year and have an average grade of at least 8 in the first year of studies to take up parallel studies under two or more programmes conducted by one or more university members. In exceptional cases, the committee may allow candidates with an outstanding academic record, which is one of the admission requirements, to simultaneously enrol in the first year of two study programmes. The number of available places for parallel studies is listed in separate tables.

 

 

14.          ENROLMENT DEADLINE

 

Enrolment in postgraduate programmes shall be conducted after the closing date for applications (deadlines are laid down under point 4 – application procedure) but no later than 30 September 2015. If candidates file a request for an extension of the deadline for enrolment for legitimate reasons (relevant bodies of university members decide on such requests), the deadline for enrolment may be extended to 30 October 2015 at the latest.
